With reference to Article 6 of the Treaty signed this day, it is understood that nothing in the present Treaty prevents.

(a) the application of restrictions on travel, residence and the carrying on of commerce by the nationals of one High Contracting Party in the territories of the other High Contracting Party, if the same restrictions are also applied to nationals of the latter High Contracting Party; or

(b) the application in wartime of restrictions on travel and residence by nationals of one High Contracting Party, imposed for the purpose of national security in the territories of the other High Contracting Party, if the same restrictions are imposed upon all foreigners.
